I'am not totally agree. The common problem with frameworks is to choose them before thinking about the problem to solve. Using "No framework at all" is only possible for very simple applications. For example: If you need to write a customizable workflow in a few months, you don't have the time to solve the customizable part (you need to implement the domain problem). So, choosing a workflow framework is the right choice.
But I agree, most developer (also in bigger project) are choosing there framework to soon and because of bias. This leads into many problems.
