Completely agree with your point. From my personal experience it requires a lot of knowledge to understand that and to be able to understand the mentioned components/frameworks. Novices tend to do everything by themselves and that is a normal behavior in learning path. I would not name them kids, but they are not fully grown up to understand that time is a very, very limited resource, and it is not smart to reinvent wheels. This Peter's opinion is somewhat strange, biased and I can not take it seriously.
As a note. Recently I did not even consider job opportunity when CTO proudly announced they are using no frameworks, no commercial development tools. Kind of primitive cave culture? When reading this article I started to wonder what kind of developers are in a team which avoids to use frameworks.
