I disagree with most of the post here. Good frameworks are built on those small helper libraries and you do get to pick and choose which ones you need. It doesn't take *that* long to learn a framework (a week or two) and it would take longer than that to build those libraries yourself.

I have tried all the different approaches and I always go to a framework. There are small and lightweight ones like Flask and there are ones better suited for other projects like Django. On the PHP side I can't think of many micro/lightweight ones but Laravel and CakePHP are both good. I can't speak for JavaScript. I would say there are too many frameworks for that language.
