One problem i see is that this is driven by lack of knowledge from two sides. One side if Management which see frameworks as an answer to all their problems. They are not sure why but FWork XYZ blurb seems to solve all their needs and means anyone can do it and they don't need to pay high contractor fees as "everyone" can use it. No mater how many times they are burnt by this approach they repeat it. The other side is the 3 months out of college graduate or some other method of learning to be a "Web Programmer in 3 months" who can manage JQuery or has a basic grounding in (say) Zend or Angular and this make them ACE web dev, or Javascript Programmers or PHP Guru's. And this will not go away. Ever.
